3) Child Protection

            The registration of birth is a fundamental rights that
every child should get from the moment of their birth. Every children have their
right to get protection for growing in a safe and comfortable environment. A
child who is not registered at birth will having risk  exposed in danger of being denied the right to
an official identity, a recognised name and a nationality.

A birth certificate is a child’s
passport to get protection. Birth registration is the state’s official record
of a child’s birth and a government first acknowledgement of a child’s
existence. This is a procedure for ensuring that a child fulfill the
requirement to get protection as a Malaysia citizen.

            In Malaysia, National Registration Department (NRD) is
the authority that represented government for the registration of a new born.
In order to require protection from Malaysia government, a child citizenship status
must be determined by NRD. Birth registration is a must procedure to ensure the
identity of a new born, as it is a permanent and official record of a child’s
existence.

            A child without a birth certificate is a child that loss
in the area of protection, as a child will be ‘invisible” in the eyes of law.
In other word, a child without having a birth certificate would give a
statelessness identity him or her. Statelessness is defined as  a person who is not a registered citizen of
any country. Meanwhile, a stateless person received very limited protection
under law provided.

Birth registration is important for
a child in order to get protection from government. Without identification,
government official have no documentation of a child’s existence. As a result,
the law is incapable of protecting children from crimes and abuse. But, an
effective birth registration protects children and provides them with legal
rights.

 

 

4) An access key for education

            Nowadays,
education is very important for every one especially children. Getting an
education seems applicable to every children but in the lack of birth
certificate to prove them as a citizen, children might getting hardship for
having education. Instead of getting education in government school, they have
to go to private school where cost an arm and a leg for non effortless parents.

            In
another word, a birth certificate is also important to ensure a child enrol in
school at the right age. Majority children would start their pre-school
education at the age of 3 , entering kindergarten for 2 years and start their
primary school education at 7 years old. In Malaysia, every children are
obligate to get education.

            Birth
registration would lead impact to fundamental 
right to education of children. Kids without a birth certificate, will
being refused to be accept in a school. Birth certificate is an important
evidence to prove that a child is permitted to attend primary school. Futhermore,
school authority also required to get children birth certificate to proceed and
enable student to sit UPSR and thus to receive relevant academic qualifications
or to progess secondary school. Kids who recognize as citizen would benefits ro
access educational scholarships, free textbooks and uniform that provided by
government.

            In
another word, birth certificate also mean an education. Many children form the
refugee, stateless and irregular migrant communities do not have access to
formal education, as government schools do not generally accept non-Malaysian
or undocumented children. Therefore, registration of birth will benefits
children to access education.

 

 

 

 

5) Providing access to health care

            The registration of birth is important for a child as it
open up a world of health care. Every citizen is entitled to the facilities
provided on health care in country. A citizen will having a low cost of payment
in health care  provided by government.

            Nowadays in Malaysia, instead of birth certificates,
children are now available to proceed MyKid. MyKid is for Malaysia citizen
under age of 12 including new borns. However, MyKid registration is not
compulsory as MyKad. Both identity card have the same function that manage the
storage of health information of the card holder. MyKid also function to manage
the immunisation records of a child.

            Birth registration is important for a child in order to
access health care which are provided by government. For example, identity of a
person is required for the purpose to store medical record. When this purpose
comes to kids, birth registration is important to alert immunisation vaccine
require a child. An accurate information on birth is also important to track
the progress of health care of a child, especially to a newborn who are
obligate to get immunisation vaccine.

            Every children have the right to access good health. A
newborn or a kid who are identified as a Malaysian, will get immunisation for
free. Immunisation vaccines are provided free of charge in all Ministry of
Health Malaysia facilities. An immunisation should be started on the first
visit for children. Kids who have delayed visit to the clinic for immunisation,
will not be given immunisation.

            In conclusion, having a birth certificate will benefit a
child and the parents too. Being as a citizen will having a low cost of health care
fee, sometimes in certain situations, a person would being free of charge from
any treatment payment in government hospital.
