Introduction Solid Waste Management (SWM) has longbeen a neglected sector due to lack of strong commitment on the part ofgovernment. City District Government Lahore (CDGL) established LWMC undersection 42 of the Companies Ordinance 1984 on 19th March 2010.The company islimited by guarantee having no share capital and is formed not for profitwithin the meaning of Section-42 of the companies Ordinance. The Lahore wastemanagement company is governed by Board of Directors (BODs), headed by achairman.
Through an agreement called SAAMA(Service and Asset Management Agreement), all the functions and assets of SWMdepartment of CDGL and TMSs has been entrusted to LWMC.LWMC aims to develop anintegrated system of solid waste management to ensure efficient collection,transportation, recovery, treatment and disposal of the waste generated inLahore.Vision of LWMC”Transformationof Lahore as one of the cleanest cities in the world by providing customizedsolutions in the consultation with citizens and private partners to ensuresustainable, safe, clean and green environment.”Why Needed change Due to deteriorating level service of SWM(solid waste management) it was much needed to make a change in current system.
Govt decide to establish a new companyØ Therewas uncollected waste approx. 997 tons per day.Ø Therewas no Mechanical Sweeping and Mechanical washing system in city. Major roadsof city remain un-swept on regularbasis.
Ø Shortageof handle the waste capacity. Containers capacity/size was not appropriate accordingto population which caused open heaps was found around the containers.Ø Inefficienttransportation system to transfer all waste with all safety measure todumpsite.Ø Badimpact on environment and health of citizeno Contamination of Soil and ground watero Emission of Green House Gaseso increase in Suspended Particles o Health of citizens and sanitary workersis affectedØ In Lahorethere was no transfer station, where collection vehicles is consolidated intoloads that are transported by larger trucks or other means to more distantfinal disposal facilities, typically landfill.Ø Therewas no proper waste treatment and disposal system.
Ø Needto adopt corporate practices (manuals, Strategic plan, SECP guidelines, Auditetc.)Formation of LWMC (Lahore WasteManagement Company)Although Govt has decided to establish anew company as per international standards in 2009 but Efforts failed due tovarious reasons such as faulty outsourcing model, political instability,economic constraints and resistance from SWM management but after settlement ofall issues Govt directed to establish a company similar in approach andmethodology of Istanbul Metropolitan Municipality to overcome the challenges ofcleanliness. Theprofessional was developed the business model for change strategy in thefollowing areas of the company.Ø Identification of issues Ø Engagement of StakeholdersØ immediate impact making moves Ø Transition Phase – From Formation of companytill signing of SAAMAThe professional has developedstrategies for change the management to cope the modern challenges, latesttechnology and services. Similarly, the company also decide to have change inemployees because the huge number of inexpert and uneducated were the problemand burden over the company which consistently disturbing the new system of thecompany so management decided to change and bring downsizing in the company tosustained the company service and productivity. Resistance to change of in LWMC Most of time it has observed when anyorganization wants to implement the change process there is occurrence ofresistance from employees’ side.
They may be including the old employees of theorganization, the middle level managers, and other factors. Resistance isobviously and it came from the side of employee, political party and some othersocial groups. During formation of lwmc there is also some groups or employeewho resist against implementation of change. These employees belonged to somestrong unions and support of some political parties because they are notsatisfied with change due to their self-interest, lack of trust andunderstanding of fact.
Different ideas, goals of employees may also sufferafter change process. Mostly SWM employees are permanent so they are startthinking that after implementation of new process their jobs are in risk.
